I went with a 1X because I usually wear between a 16 and 18 and decided to err on the side of caution but this fit was almost too big. The top hangs lower than I like but it'll definitely work and I love the look.

I love these, but they were too big. I bought all the pants in the same size, one pair fit great the other two were too large. But these are very cute. I hope to get this issue resolved.
